The reasons for making the proposed alterations to The Highway Code can be found within the accompanying Explanatory Memorandum. In accordance with section 38(3) of the Road Traffic Act 1988, where the Secretary of State proposes to WebKnowing and applying the rules contained in The Highway Code could significantly reduce road casualties. Cutting the number of deaths and injuries that occur on our roads every day is a responsibility we all share. The Highway Code can help us discharge that responsibility.
